Good question. I don't know but I'd guess there a severe fines involved and the NFL might start cutting players for you.
Whatever it is, it must be serious because nobody ever starts the year over the cap.

I can't see it being that though because some team like Jones in Dallas could jus say "screw it i'll take the tax"
I think they start slashing some of your roster... but I don't KNOW

I believe if you're not under the cap by the cut-off date, You are not allowed to participate in any games and must forfeit until you're under.

If teams are found by the league to be violating the cap they are subject to fines and the loss of draft picks.

You get fined, it happened in our two Super Bowl years and our owner was fined.

Now you are severely penalized in the upcoming draft if you are over the cap. I know you lose your first round pick, but I thought it was even more severe than that.

this is the take from www.askthecommish.com:
So...what happens if a team goes over the Salary Cap?
Answer: The short answer is simply that NO team CAN go over the Salary Cap. Note that every contract must go through the NFL League Office before the deal can be made official. Presumably, one of the things the league must do at this time is determine whether or not the contract would violate the NFL's Salary Cap. If the deal does violate the cap, then the NFL will reject it.
If a team releases or trades a player and the signing bonus acceleration puts a team over the Salary Cap, the team will have seven days to conform with the Salary Cap. However, they may not sign any players until there is room to do so under the Salary Cap.
There have been instances in which a team has managed to sneak a cap evading contract by the league. Upon further review, the violations were caught by the league and the respective teams were penalized. Penalties include fines and/or forfeiture of draft picks. In recent history both the Pittsburgh Steelers and San Francisco 49ers have been penalized draft picks, while the 49ers' front office personnel (Carmen Policy and Dwight Clark) were also fined.
The NFL approves each contract before they become official. They won't approve it if it puts a team over the cap. It would be almost impossible to be over the cap unless there was a clerical error. However, if it did occur the team is subject to a fine and if they don't get under the cap the league will cut players until they are under.
At least that is the way I remember from three years ago when this question can up last.
Good thread!! I was wondering about this as well.:)
