vB Code

I have tried to turn the vB Code on but it still shows as off, how can I turn this on? I have tried clicking it on to no avail... I have copied and pasted what is in my cp:

HTML code is OFF
vB Code is OFF
[img] code is OFF
Smilies are ON

I would like to insert some smiles from:
http://www.click-smilie.de/sammlung0903/ernaehrung/food-smiley-004.gif

How can I get this to show the smiles not the URL?

We had this functionality disabled on the admin side. We've now changed those settings to allow their use, so please vB at will...

when the image code is on in the threads, it rocks... most forums allow it...

also you all might go to vbulletin.org and download some hacks for this forum... lots of things that make forums more interesting and interactive... you could probably get a lot more action up in herrrrr.

I still get the link instead of the smilie, but its probably a good thing for you guys, I tend to get smilie crazy :D
