LOS ANGELES (AP) -- Irate Anaheim Ducks general manager Brian Burke on Friday called Edmonton's offer sheet to forward Dustin Penner "gutless."

Burke had especially harsh words for Oilers GM Kevin Lowe, saying, "Edmonton has offered a mostly inflated salary for a player, and I think it's an act of desperation for a general manager who is fighting to keep his job."

The Oilers signed Penner to a five-year, $21.25 million offer sheet on Thursday. Burke said he wasn't upset that there was an offer sheet, but rather he was irked at the amount of money involved. Penner will go from earning a league minimum $450,000 to $4.25 million a year.

"I have no problem with offer sheets," Burke said, noting they are part of the NHL's collective bargaining agreement.

"If you can identify a player and pay him appropriately and make him an offer, that's fine. At some point, the deals you make, the offers you extend, whether the team matches it or not, impacts all 30 teams, including your own."

The way the deal went down also irritated Burke.

"I was not notified of this until I was contacted by Dustin Penner's agent," he said on a conference call from British Columbia. "I would have done this differently, but then again I wouldn't have done this. I think some guys would have done it that way, yes."

The Stanley Cup champion Ducks have until Thursday to either match the offer or accept a first-round pick, a second-round pick and a third-round pick from Edmonton as compensation.

Burke would not say which way he was leaning. He plans to return to Anaheim on Sunday and meet with the team's owners.

He said talks with Penner, a restricted free agent, had not gone far. Asked if Anaheim's offer was anywhere close to Edmonton's offer sheet, Burke said, "The answer is a clear and unequivocal and instantaneous no."

It's the second time in three weeks that the Oilers have gone after a restricted free agent, trying but failing to get forward Thomas Vanek of the Buffalo Sabres on July 6. The Sabres matched Edmonton's $50 million, seven-year offer.

"Draw your own conclusions," Burke said.

The Ducks don't have much room under the salary cap. They are around $5 million below the $50.3 million maximum, although a team is allowed to be over the salary cap by 10 percent until Oct. 1.

The Ducks are still waiting on defenseman Scott Niedermayer and winger Teemu Selanne to decide whether they will retire or play next season.

Burke said he hadn't talked to either player recently.

"We've told them to take their time and when they've made a decision to let us know," he said.

wow. brian burke to me looks like someone who lives in his own universe, where he does no wrong and can't admit to anything, and everyone else is inferior and constantly in the wrong.

gutless? gutless would be the word i'd use to describe how he handled the chris pronger situations. and anything else that's ever gone a little wrong for this worthless sack of skin. everything this guy says is bitter and negative, and whenever h does something wrong, he never takes responsibility or admits the wrongdoing of his players.

damn near his entire team this season, in the playoffs, could've been regraded as gutless. he had nothing to say about it. if any other team did what his sissy ass players did he'd have every bad thing to say about them.

i could go on but this man, and his team, is a joke. from the coach, to the sucker punching gutless players, to the gm. he's just pissed off there's one gm who is willing to do what he can't do. awww, you want penner? then match the offer you schmuck.

You do realize Burke won the Cup right? Burke put togeather a winning team, noone can take that away from him. I just see another case of the "jealousies" arising.

can't possibly be that i watched your team act like sissies and cowards all playoff long. which i did. i'd point it out if it was anyone else, regardless of a cup win.

but no, it just has to be jealousy lol. man, i hated burke when he was with vancouver. and i had no problem with your team until they acted how they did. i said the same thing about calgary and ottawa, it's just, they both did it on respectively smaller scales and during only a few games.

He is just using the system that is put in place. If Anaheim was so gung-ho on re-signing penner then dont let him get to restricted free agency.

Buffalo had the same situation with Vanek, I do not recall anyone calling Lowe gutless when he Vanek signed the sheet with Edmonton a few weeks back. Buffalo just matched it.

Teams should have some foresight and sign players a year before becoming restricted. :coffee:

Burke was pushed into a corner with this being so close to the cap and not knowing what Selanne and Niedermayer are going to do yet, but he should not be making public statements like that. Honestly the draft picks that they get in compensation should be more than enough to let Penner go.

I also think Lowe is a desperate man at this point, with his offers for Vanek and Penner. The Oil are not going to be contenders anytime soon with the freefall the team has taken since the Smyth trade, and Lowe is trying to compensate. I think the draft picks he loses along with the high salaries he is giving these RFAs (yes, I know he didn't get Vanek) that he is just hurting his team more in the long run.

Here is what Spector said about this. I agree with him wholeheartedly

Burke only has himself to blame over this situation and I dont shed any tears over it. I do not think Penner is worth what the Oilers are giving up for him, but Lowe under the CBA has a right to do this :coffee:

EDMONTON JOURNAL/CANWEST NEWS SERVICE/LOS ANGELES TIMES/ORANGE COUNTY REGISTER: reported on the fallout from the Edmonton Oilers successfully signing away RFA forward Dustin Penner from the Anaheim Ducks yesterday. Dan Wood of the OC Register reports Burke is determined to re-sign Ryan Getzlaf and Corey Perry, both of whom are RFAs next summer and would be eligible to recieve offer sheets from rival clubs. Eric Stephens of the Times reports the Ducks payroll now sits at $48.2 million and that Burke knew he was in a vulnerable position given his signings of Mathieu Schneider and Todd Bertuzzi and the uncertainty over the future plans of Scott Niedermayer and Teemu Selanne. CanWest News Service quoted Burke regarding the potential impact of offer sheets on RFA salaries, as the Ducks GM stated the importance of re-signing top RFAs or risk losing them to an offer sheet.

The Journal, Times and Register all noted Burke's unhappiness with Oilers GM Kevin Lowe during yesterday's press conference, particularly his claim that Lowe's efforts will drive up salaries around the league. The Times quoted NHL Deputy Commissioner Bill Daly acknowledging offer sheets could have an adverse impact on salaries but said only time would tell whether that dynamic is changing. Jim Matheson of the Journal reports Penner's agent Gerry Johansson doesn't believe there will be a flood of offer sheets in the future, suggesting no more than one or two per summer.

Spector's Note: As I've said many times over the past week, Burke has no one to blame but himself for not acting quickly enough to re-sign Penner, and I think he's more angry that it was his now-former good buddy Kevin Lowe who went after Penner. Lowe's offer sheets to Penner and Thomas Vanek earlier in July will definitely put more pressure on teams to get their best RFA players under contract prior to July, or take them to arbitration as a protective measure. I also don't expect to see a huge flood of offer sheets over the next four or five summers, but I do expect we'll see more than just one or two per summer. Again, of course, that'll depend on how many quality RFAs are available down the road to be targeted for offer sheets.

The Oilers successfully signing away Penner definitely increases the possibility of more of these down the road. Indeed, we could potentially see another one this summer in Florida, as Stephen Weiss' agent claimed earlier this week three teams have expressed interest in sending his client an offer sheet. If a wide gulf remains in contract talks between Weiss and the Panthers, he could be targeted.
