Last year they kept 6 WRs and only 5 CBs, but that was because Eddie Royal was their KR and he was a WR, so they had an extra roster spot for a WR.
This year if Bolden becomes their starting KR as they hope (he excelled at this in college and they drafted him to replace Royal as KR), then they might keep an extra CB and go with 5 WRs.
But, that's certainly not a lock! They might decide that Peyton Manning needs an extra target and keep an extra WR or even TE and have to prepare for injury to one of them.
In any case, Vaughn clearly didn't figure in their plans. It made more sense to get something for him now than perhaps have to cut him in the last cuts. It would have certainly come down to Vaughn versus Thompson for the final roster spot if there even is one for either.
Probably they didn't see that much advantage to keeping Vaughn over Thompson that they would pass up the chance to get an extra FB -- a position where they could use some strengthening.
Keeping Peyton Manning healthy is a big concern, and Gronkowski is supposed to be an excellent blocker.
