For downhill i have an old 2002 Santa Cruz Super 8 with a Marzocchi Monster fork. Its massive but it gets the job done, and rather well. I have seen a few of them on craigslist recently, usually around 1000-1400. If you want a hybrid type of bike, I would go with specialized or santa cruz. The Specialized Enduro has a front fork with 5" of travel, and an adjustable rear shock that goes between 2-6" of travel, also has a lockout for that hardtail feel.
I just have a hardtail Gary Fischer Wahoo for my cross-country moutain bike, got it for 500, added better pedals and tires for 200 more. Rides really solid.
Overalll though its mostly your own preference. Each bike has its own benefits and drawbacks.
