It has been in development for a while now. It's known as active camoflauge. Basically a thin sheet of some type of display that is flexible, this is mounted onto a vehicle, images are captured in a 360 deg. radius and transmitted to the opposite display.

Don't know if they have it worked out yet, but i've seen some things about it from time to time.

It actually isn't refracting light, it's projecting the image behind him onto the front.

I think I've seen an example of this where they held up a sheet of some sort of material and they turned it on and off or something. I dunno, very interesting though. Would be a good fit for scouts and snipers in the military.
