Two thoughts:
1. It does explain a lot of TB's 3rd down passes. It was getting a little goofy.
2. I can understand if Shurmur meant "long" 3rd downs, but not short ones. If for example it's 3 and 20, and you have a pass play that the receiver catches on the run, makes some sense. Never if it's a hook type play, where the receiver stops to catch the ball.
