On the continuous improvement side I think a lot of money should be spent on police training in many different scenarios. I do not know the exact protocols of this police department but from what I have seen people talk about when doing my research police spend less than 5% of their time every year on training and almost all of it is re-certification on various equipment use. I have seen very little examples of scenario training and human interaction training.
A former Navy seal leader said he thinks it would be a good idea for police to spend 20% of their time training for human interaction. It was probably the best take I have herd on how police performance can improve. He admits we can not use the 100% exact same protocols used by Navy Seals but he said there are many lessons learned in training the best operators in the county that could be converted into public enforcement training.
Right now it appears the decision makers are doing the least amount of training possible for police officers.
