He is worth keeping around I think. Until the end of the season.
The base salary of a suspended player does not count against the cap (for the weeks they are suspended) but guaranteed bonuses do. Apparently there is no more guaranteed money on Williams' contract but his 2009 signing bonus will carry 900k onto this year's books regardless of the suspension.

Currently D.J. earns $294,117 a week and if he is suspended for lets say 10 weeks

    294,117 * 7 (remaining weeks) = 2,058,819
    2,058,819 + 900,000 (bonus) = 2,958,819
    5,000,000 (base salary) - 2,958,819 = 2,041,181
$2,041,181 is the money that the Broncos save on the cap this year and would essentially get to pocket

There is no remittance to the league for one suspended player however for multiple players there is. So, I am not sure how this piece will shake out since McBean and Green were also suspended...

    First player suspended: No remittance
Second player suspended: Twenty-five percent of the player's forfeited "paragraph 5" salary up to a maximum of $200,000
Third player suspended: Thirty-three percent of the player's forfeited "paragraph 5" salary up to a maximum of $350,000
Fourth player suspended and above: Fifty percent of the player's forfeited "paragraph 5" salary up to a maximum of $500,000

The funds are used to support the NFL's steroid and drug policies, the Player Care Foundation, and other research and player development programs.

Could this be a conflict of interest?

A federal court has rejected Broncos WLB D.J. Williams' appeal of his six-game PED suspension.
Williams will officially have to serve his ban for failing three drug tests and providing a "non-human specimen" in the third. It's not outside the realm of possibility that Williams — who was also recently found guilty of driving while ability-impaired and driving without headlights — has played his final snap for the Broncos. Wesley Woodyard will start in Williams' place.
