You trade maybe 1.5 picks per year on average? If that?
Pushing 1 pick out every year to upgrade it an entire round is not going to hurt a franchise. It would pay off big time if you have decent scouting and roster-building philosophies.
Say you traded your third round pick every year for a second round pick the following year. That would mean you would have to go without a 3rd round pick for one year, and from that year forward you would have two second rounders rather than a second and a third.
