It does seem like the Cowboys have a high salary bill, bit of course it has to fit under thr cap.
Smith got paid in 2019... maybe he is looking to start more than match or better his salary?

Jaylon Smith is similar to DJ Williams. He’s solid for the most part, but most of his tackles come at the second level. It’d allow for Johnson to be a lot more aggressive though

Per Skip Bayless on "Undisputed", he said the Cowboys have already paid him his guaranteed $7.2 million for this season for what that's worth when it comes to being able to afford him.

Skip also said that he had a trigger in his contract that if he got hurt he would've been guaranteed $9.2 mil for next season.
