Maybe but there is no way to know for sure - elway could have retired, etc.. Therefore it was a competitive edge, even if they did count their salaries against the salary cap. Notice the interest to elway and davis weren't included in the cap those years. At the end of the day the broncos paid MORE money to elway and davis than what counted against the cap.
